கலாசாரமும் பல்கலைக்கழகமும் உடை ஒழுங்கும் | Culture, University & A Dress Code

யாழ் பல்கலைக்கழகத்தின் கலைப் பீடத்திற்கு உட்பட்ட சட்டத் துறையின் விரிவுரையாளர் என்ற வகையில் கலைப் பீடாதிபதிற்கு மாணவர்களின் அணிய வேண்டிய உடை தொடர்பில் பீடத்தால் உருவாக்கப்பட்டுள்ள ஒழுங்கு விதிகள் தொடர்பில் நான் அனுப்பிய மின்னஞ்சல்:

17 பெப்ரவரி 2016 திகதியிட்ட கலைப் பீடத்தின் பொது அறிவித்தல் ஒன்று தொடர்பில் இந்த மடலை வரைகிறேன். மேற்படி அறிவித்தலில் பல்கலைக்கழக பேரவையின் அறிவுறுத்தலின் பெயரில் கலைப் பீடத்தின் துறைத் தலைவர்கள் கூட்டத்தில் மாணவர்கள் பல்கலைக்கழகத்திற்கு வரும் போது அணிந்து வர வேண்டிய உடைகள் தொடர்பில் சில ஒழுங்கு  விதிகள் உருவாக்கப்பட்டுள்ளமை அறியக் கிடைக்கின்றது. மாணவிகள் வெள்ளிக்கிழமைகளில் சேலை அணித்து வர வேண்டும் என்றும், மாணவர்கள் டெனிம் நீள்காட்சட்டை அணியக் கூடாதென்றும், டீ சேர்ட் அணியக் கூடாதென்றும், மாணவர்கள் தாடியுடன் விரிவுரைகளில் கலந்து கொள்ளக் கூடாதென்றும் விதிகள் உருவாக்கப்பட்டுள்ளதாக மேற்படி பொது அறிவித்தல் கூறுகின்றது.

இப்படியான ஒரு ஒழுங்கு விதியை கலைப் பீடம்  போன்றவோர் பல்கலைக்கழக நிறுவனம்  இய்ற்றியுள்ளமை வேதனை தருகின்றது. இவ்விதிகள் கலாசாரப் பொலிஸ்படுத்தலை நோக்கமாக கொண்டவையாகத் தெரிகின்றன. ஒரு குறிப்பிட்ட உடையை அணிந்து வர வேண்டுமென விதி செய்வதற்கு எந்தவொரு தார்மீக உரிமையும் பல்கலைகழகத்திற்கு இல்லை என்பது எனது அப்பிப்பிராயம். மாணவன் ஒருவர் அணிந்து வரும் உடையானது ஒரு தீங்கை விளைவித்தால், கல்வி செயற்பாடுகளுக்கு ஊறு விளைவித்தால் அன்றி பல்கலைக்கழகம் போன்றவோர் பொது ஸ்தாபனம் இவ்விடயத்தில் தலையிட முடியாது. இங்கு தீங்கு என்பது மிகவும் மட்டுப்படுத்திய விதத்தில் அணுகப்பட வேண்டும். இதற்கு விரிவான பொருள் கோடல் வழங்கப்பட முடியாது. அவ்வாறு தீங்கு ஏற்படும் இடத்து அவை சூழ்நிலைகளுக்கு ஏற்றவாறு கையாளப் பட வேண்டுமே அன்றி இவ்விடயம் பொது விதிகளின் மூலம் அணுகப்படும் ஒரு விடயம் அல்ல.

மாணவிகள் வெள்ளிக்கிழமை தோறும் சேலை அணிந்து வர வேண்டும் என்ற விதி பெண்களே கலாசாரத்தின் அடையாளங்கள் என்ற ஆணதிக்க சிந்தனையின் வெளிப்பாடாகும். தாடி வளர்ப்பதால் ஏற்படும் பாதகம் ஏதென்று நான் அறியேன். இது சில மாணவர்களின் சமய நம்பிக்கையை பாதிப்பதாகவும் அமையலாம் என்பதையும் சுட்டிக் காட்ட விரும்புகிறேன். டெனிம் நீள்காட்சட்டை, டீ சேர்ட் எத்தகைய தீங்கினை விளைவிக்கும் தன்மையானவை என்பதை என்னால் விளங்கிக் கொள்ள முடியாமல் உள்ளது.

கலாசாரம் என்பது ஒரு கடினமான விடயம். அது தொடர்ந்து பரிமாணித்து வருவது என்பதை நாம் ஏற்றுக் கொள்ளத் தான் வேண்டும். எமக்கு கூட்டாகவும் தனித்தும் முக்கியமானவை என நாம் கருதும் விழுமியங்கள் எவை, அவை எவ்வாறு எமது தனிநபர், சமூக அடையாளங்களை பாதிக்கின்றன அவற்றுக்கிடையிலான ஊடாட்டம் என்ன என்பது தொடர்பில் ஒரு திறந்த, எல்லோரையும் உள்ளடக்கும்  கலந்துரையாடல் களமாக பல்கலைக்கழகம் இருக்க வேண்டும்.  இந்தக் கலந்துரையாடலை அதிகாரம் கொண்டு நெறிப்படுத்தும் உரிமை பல்கலைக்கழகத்திற்கு நிச்சயமாக இல்லை.

மேற்படிக் காரணங்களுக்காக இவ்விதிகளை மீளாய்வு செய்யும் வண்ணம் தங்களை தாழ்மையுடன் கேட்டுக் கொள்கிறேன்.

Text of email sent today to Dean/ Arts, University of Jaffna regarding the decision of the faculty to enact a dress code. Sent in my capacity as a lecturer of a department (Department of Law) within the Faculty of Arts.

 

I refer to a public notice published by your office dated the 17th of February 2016 wherein reference is made to a decision by the Head of Departments of the Faculty of Arts on the instructions of the University Council stipulating a dress code including the disallowing of wearing ‘denim’ trousers and T-Shirts for lectures, recommending and supervising the wearing of  sarees on Fridays by female undergraduates and that men should not grow beards.

 

I am shocked that an academic body such as the Faculty of Arts has in its wisdom thought it wise to enact such rules. These rules amount to cultural policing. A body such as the Faculty of Arts has no right to compel students to adhere to a particular dress code that appeal to their own subjective sensibilities. The authorities can step in only when a particular kind of dress chosen by an individual causes a degree of substantial harm, causes unrest and disrupts the conduct of academic activities. This has to be dealt with on a case by case basis. Harm has to be, in this context, narrowly interpreted.

 

The suggestion that sarees be worn by women stereotypes women as symbols of culture and endorses abhorrent patriarchal ideas of controlling the body of the woman. The rule that men should not sport beards is also incomprehensible and could potentially be discriminative towards students of certain faiths. I am also unable to comprehend how denim trousers or t-shirts can be a harmful choice of dress.

 

Culture is a difficult subject and we need to acknowledge that it is constantly evolving. The university should be an inclusive and open space for vibrant discussions about the values that matter to us personally and collectively, how culture evolves and how we negotiate our own identities with the collectivities that we associate with. University academic bodies should not engage in policing these discussions or put forth through the exercise of authority a particular view of culture.

 

I respectfully urge that the Heads of Departments reconsider this decision at the earliest opportunity available.
